He Hua issues a challenge against an injured Xin Lan for the title of “Best Fighter”. Modern Hong Kong action cinema takes on the gritty underworld of Japan, as Jackie Chan’s “Steelhead” travels there in search of his fiancee, Xiu-Xiu; only to find her in the arms of a Yakuza leader.
